Richardson Motors (Dubuque) Service Manager Lance Miller presented Ryan Smith with the Phil & Joan Weber Scholarship from the Iowa Automobile Dealers Foundation for Education. Smith is a 2020 graduate from Hempstead High School who is enrolling in the Honda PACT program at Des Moines Area Community College.
