ERT Mandatory Updates & Dealer Title Training
Q&A
Q1. Will the registration expiration month be required on the finance side or the title clerk side?
A1. The registration expiration month is going to be required both in Finance/Sales side and Title Clerk Mode.
Q2. If Finance submits one deal but has a duplicate that wasn’t submitted, does cancelling the duplicate that wasn’t submitted do anything to the temp tag?
A2. If Finance/Sales load a deal and it is in the “Deal Saved” status and then they have one that is in “Deal Created” status, canceling out the one with “Deal Saved” status will not do anything to the temp tag created in the “Deal Created” version.
Q3. Does the temp tag get canceled even if the tag was created on the DOT site?
A3. No. If the temp tag was created in ARTS and that is the one that you gave the customer, it will not be canceled in ERT.
Q4. Will utilizing a stock number for a dealer title prevent us from using it on a title and registration transaction?
A4. No. It’s the VIN that will trigger a duplicate issue. Those are optional fields not required fields.
Q5. When we apply for the dealer title, do we not need to fill in the exemption box and put our dealer number on the back of the title app where it defaults in the system for dealer title?
A5. That is correct. Dealer titles require you to indicate the exemption on on page 1 and page 2. During the live webinar, we misspoke when stating the opposite.
Q6. If we send ACHs to the county to pay for the dealer titles, will we need to continue that?
A6. No, the ERT system will capture the funds from your ACH and send it to the counties just as they do now for the title and registration transactions.
Q7. If I’m waiting on a document from an auction, can I have them scan me a copy of it and then submit it via ERT without having a physical copy of the document yet?
A7. You need to have the original documents from the auction.
Q8. If we do dealer titles through ERT, are we going to be charged the $15 on top of the $35 or $20?
A8. No, the ERT fee for dealer titles is $3, in addition to the county title fees. The $15 fee is for the title and registration transactions.
Q9. What would be the turnaround time for using this for dealer titles?
A9. It depends on the county.
Q10. How long do we need/should to keep the old titles when we get a dealer title? Do we need to at all?
A10. Iowa Code requires you to retain all title and registration documents for six months from the date of submission for any ERT transaction.
Q11. Is there any talk about adding in-transit titles to ERT?
A11. Not at this time. That will have to be done when Iowa DOT new system.
Q12. When requesting a dealer title through ERT do we need to mark the original title as “surrendered”?
A12. No, that is only a requirement on digitized titles.
Q13. Do you have to send a whole bunch of labels to the county for them keep or can you upload a label in ERT for them to use?
A13. Contact the county and work through how best to do that process.
Q14. Can we use this for repo titles? What about Canadian vehicles?
A14. IADA and the Iowa DOT are going to work through these issues and provide updated guidance later.
Q15. For the delinquent title, does the affidavit of correction only need signed by the dealer or does it need to be signed by both parties?
A15. It is always preferred for both the buyer and the seller to sign, but only the dealer must sign in this instance because it was their error in not checking if the title was delinquent.
Q16. If I’m doing a delinquent fee and need to put the vehicle in a dealer title, why do I need an affidavit of correction?
A16. The affidavit of correction is required because the title was reassigned by an owner or dealer who is required to obtain the title in their name, which is a requirement on the form. All counties are supposed to require these, even on paper submissions. This is not a change between ERT and paper deal.
Q17. Will the counties run these the same as a customer ERT, or will these come up on the county side differently?
A17. Dealer Title and Title and Registration transactions will show up in the county queue the same. There is no difference on their side.
Q18. When you switch a customer deal over to a dealer title to pay penalties, do you have to make a new deal for a customer again?
A18. You will after the dealer title is completed. Then you will load a new title and registration transaction to submit to the county to be processed.
Q19. Is there a different queue for county for dealer title compared to title and registration?
A19. No, it’s the same queue.
Q20. If there is an error on the title and the county is requesting a dealer title, can we still request the dealer title in ERT?
A20. Yes.
Q21. Do you not need to submit a damage disclosure to get a dealer title?
A21. It depends on if it’s an out-of-state title. The paperwork that goes to the county in paper is the same for ERT. The only change is how you submit it to the county.
Q22. How will we know the dealer titles are ready for pick up?
A22. The invoice and Dealer Summary Report will show that it’s completed and the money has been pulled and sent to the county. You can also look to see if the deal is completed in the Vehicle Process screen.
Q23. Can sales see updates on the deals in the advanced search area?
A23. Yes. They can see the status of the deal and date in the Files Status Tab.
Q24. Any ETA on when we can get replacement titles into ERT?
A24. Not at this time. That will have to be done when Iowa DOT new system.
Q25. Would dealer titles through ERT be processed faster than paper titles?
A25. Most likely. You can send dealer titles to any county so you might find a county that processes them faster for you.
Q26. When we get an out-of-state title is it best practice to turn in into an Iowa title right away rather than waiting until we sell the vehicle?
A26. Yes, it’s best practice to always get a dealer title on all out-of-state titles.
Q27. Can salvage title to dealer rebuilt title be done with ERT?
A27. No, salvage titles are not able to be done through ERT.
Q28. On the purchase date for a dealer title you chose today’s date. Should it be the date we took the vehicle in to inventory?
A28. It should be the date you are making the application.
Q29. When you switch a customer deal over to a dealer title and the dealer title is completed, you then create a new deal for the customer. Is this going to create a new temp tag?
A29. Yes, but the other temp tag is still active so do not print out the temp tag when the new deal is created.
Q30. Does the 5 day hold for dealer titles still apply for ERT dealer titles?
A30. That only applies to replacement titles.
Q31. How do we pay for the titles if we don’t send a check?
A31. The ERT system is set up to pull from your ACH.
Q32. Would native titles also be able to be processed through ERT for dealer titles? Would there be any extra steps for that?
A32. IADA and the Iowa DOT are going to work through this and provide updated guidance later.
Q33. When a title has a bunch of paperwork with it that will need to be included with the title, are there tabs for those or would they go under “others”?
A33. You would load those in the named document or add it to “other.”
